The Housing Educator serves the people and communities of Wisconsin by addressing local, statewide, and national issues, improving lives through research-based education, fostering partnerships and action, and facilitating positive impacts that support: thriving individuals and families; effective organizations; healthy and vibrant communities; and strong economies.

This Housing Educator position will primarily serve Bayfield County, WI. The Housing Educator designs, delivers, and evaluates research-based educational programming and services aligned with the position`s programmatic focus: using a community-driven approach to address local community housing needs in an effort to improve economic resiliency and overall quality of life. This position will also play a lead role in supporting education and research related to rural housing development efforts that serve Bayfield County and other rural areas of Wisconsin by:

Assessing housing market-related dynamics such as demand, supply, inputs (e.g., building supplies, labor, interest rates), population change, workforce needs, housing development strategies, and how these dynamics lead to different needs, outcomes, and appropriate goals.

Providing guidance to communities as they navigate the complexities of housing development (e.g., dynamics between community, developers, and funders; coordination public-private interests and investments; pulling and supplying necessary data to inform grant applications, housing policies, and development decisions).

Building organizational capacity among local governments to address emerging housing needs.

Developing regional collaborations, partnerships, and educational responses (e.g. workshops, peer networks, facilitated processes) that meet these challenges and focus on working with state, local and tribal agencies to address housing challenges through community-led processes.

The Housing Educator is expected to contribute to statewide efforts related to their area of focus. The Housing Educator will support education and research related to housing issues facing rural Wisconsin communities, thereby contributing to the building of housing programming in the Community Development Institute.

Initial Focus Will Include

Housing is a crucial element of community economic development with many complex considerations from affordability to quality to diversity and is a central issue to the attraction and retention of community members. This position will emphasize helping communities navigate and coordinate housing development processes in partnership with the Bayfield County Community Development Educator, WHEDA and other organizations, and local governments.

Implementing community-based solutions and programs developed in partnership with the WHEDA Rural Affordable Workforce Housing Initiative, including: local land trust model development, small developer engagement, cross-community coordination for scattered site development, and addressing housing-focused zoning needs.

Supporting communities through the process of engaging developers through RFP issuance.

Developing communication strategies to build equitable community awareness and fluency around housing needs and solutions.

Responsibilities: Delivers and assists with planning outreach program activities, strengthens partnerships, ensures adherence to policy, and assists with program administration to promote stable and productive relationships between the university and local community. Strives to expand and ensure access to programs, facilities, and educational services to diverse audiences. May assist with tracking and managing the outreach program budget.

20% Identifies, promotes, and maintains external partnerships to support the outreach program

10% Schedules and secures resources and communicates logistics in support of an outreach program

20% Delivers outreach program content and materials to community members

10% Researches, develops, and facilitates outreach program content and materials

20% Develops and evaluates curriculum and programs and provides recommendations for improvement

5% May assist with the monitoring of outreach program budget spending

5% Leads the implementation of programs, policies, and procedures through oversight of day-to-day activities for program staff and student and community volunteers

10% Communicate plans, activities and achievements to Area Extension Director, Program Managers, partners and relevant stakeholders

Qualifications

Required:

Work experience relevant to the programmatic responsibilities of the position;

Ability to communicate effectively using a variety of methods and technology;

Demonstrated skills in interpreting, utilizing and applying evidence-based information and research findings;

Ability to foster and contribute to a positive work climate and effective teamwork and collaboration with colleagues, advisory groups, audiences, and partners; and

Ability to effectively work with people from different cultural backgrounds, including those associated with race, ethnicity, national origin, religion, socioeconomic status, age, gender, disability, sexual orientation, and other aspects of human diversity.

Preferred

Master`s degree in a field relevant to the programmatic responsibilities of the position;

Three or more years of professional experience relevant to the programmatic responsibilities of the position;

Evidence of outreach, curriculum development, and applied research related to addressing local community development needs;

Strong interpersonal skills and demonstrated ability to build and maintain professional work environments;

Experience managing multiple tasks, timelines, and schedules while maintaining high quality work;

Demonstrated success in developing, delivering, and evaluating educational programs for diverse audiences utilizing a variety of educational techniques, methods, and modes; and

Demonstrated experience developing effective partnerships or coalitions with community partners and local governments.
